Job Description: 

  • Performs complex stormwater and environmental water quality and water quantity tasks in the administration, management and enforcement of the County’s Stormwater Management Program (SWMP) and the County’s National Pollutant Discharge Elimination System (NPDES) MS4 Permit.

  • Reviews plans submitted in connection with commercial development and residential subdivisions for compliance with Berkeley County standards and requirements.

  • Confers with engineering firms, developers, contractors, and regulatory agencies pertaining to the design and construction of projects in Berkeley County.

  • Performs dry and wet weather stormwater outfall screening, testing and monitoring.

  • Performs illicit discharge and illegal dumping inspections, investigations and enforcement.

  • Performs Stormwater Pollution Prevention Plan (SWPPP) inspections on construction sites and public facilities.

  • Performs post-construction inspections of public and private stormwater facilities and Best Management Practices (BMP’s).

  • Develops and reviews SWPPP plans for public facilities and construction sites.

  • Collects GPS field data of stormwater facilities and BMP’s.

  • Assists in the management of the County’s stormwater outfall and system inventory and GIS database and layers.

  • Assists the Stormwater Program Manager with BMP, illicit discharge and good housekeeping educational training for County and Municipal employees, Homeowners Associations (HOA’s), businesses, contractors and other public/private entities and citizens.

  • Assists the Stormwater Program Manager with inspections of County facilities, storm sewer infrastructure in association with NPDES permit compliance.

  • May manage consulting contracts, provide guidance on infrastructure issues, and develop scopes of work for engineering studies.

  • Assists the Stormwater Program Manager in the management and implementation of the County’s SWMP and the NPDES MS4 Permit and Stormwater Utility Ordinance.

  • Reviews and analyzes legislation, laws and public policy and recommends changes to promote and support interests of both the general population and special groups.

  • Assists the Stormwater Program Manager in reviewing and evaluating new and current programs to determine their efficiency, effectiveness and compliance with state, local and federal regulations and recommends any necessary modifications.

  • Determines which sites and violation reports to investigate and coordinates compliance and enforcement activities with other government agencies.

  • Investigates customer or public complaints, determines nature and extent of problem and recommends remedial measures.

  • Applies research findings to help minimize the environmental impacts of pollution, waterborne diseases, erosion and sedimentation.

  • Performs other duties as assigned.

Job Requirements: 

Minimum Requirements to Perform Work:

    • Associates degree; Bachelor’s degree preferred

    • Two (2) years of related experience

    • Experience with South Carolina National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater Discharges from Construction Activities and Regulated MS4’s preferred;

    • Or equivalent education, and/or experience.

Special Requirements:

    • Certified Erosion Prevention and Sediment Control Inspector (CEPSCI) certification required;

    • Must have and maintain a valid driver’s license for South Carolina with safe driving record;

    • Departmental testing may be administered during interview;

    • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.

Knowledge, Skills and Abilities:

    • Knowledge of the South Carolina Pollution Control Act and South Carolina Water Pollution Control Permits Regulation (SC 61-9).

    • Knowledge of the 401, 404 and NPDES provisions of the Clean Water Act preferred.

    • Knowledge of personal computers, including Word and Excel.

    • Knowledge of GIS systems.

    • Ability to use highly technical computer applications.

    • Ability to create and guide implementation of plans.

Physical Demands: This position requires the employee to reach, pull and push with hands and arms; stand; use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions: The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. The normal work schedule is thirty-seven and one half (37.5) hours per week, Monday through Friday from 8:00 a.m. to 4:00 p.m., with the ability to work after hours when necessary. Must be able to attend evening County Council, Planning Commission and other group meetings as needed. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties as project schedules demand or during emergency situations.

Salary Information: $50,870.96 - $58,501.60 Annually
